Not necessarily an innocent. But very possibly a federal agent inside the operation, professional to the end, of a much higher quality than the usual FBI and BATF drones caught in other criminality and selling out their country.

Carol Howe. BATF informant (later denied by the BATF) was in an enclave known as Eloihim City, and tried to give warning that the Murrah Building was a target for a bombing.

She also claimed a West German National, one Andreas Strassmeier, was involved.

I don't know how he fits in, or if this was the smokescreen part of the op to tie all of this in with the 'extreme right wing conspiracy'.

Her presence/denial may be a red herring designed to get the right wing looking at theories other than Iraq.
