<< Or did he walk into the Federal Government in order to find out for Osama just exactly what we had on him. >>

Astute -- And almost certainly.

For all -- from the President on up through the ranks -- that its political "masters" [Hostages, more realistically] continuously sing its praises, our government is owned operated and controlled, insofar as the ranks of its permanent bureaucracies are concerned, with the enemies [Including those making up the "multicultural" quotas] of our Nation.

With which self-perpetuating enemies it has been corruptly, cynically and systemically infiltrated and populated during the more than seven decades during which the "DemocRATS" and other bastard offspring of the Moscow-controlled Communist Party of America have controlled Washington DC's levers of feral gummint power.

Usama Bin Ladin and folks effectively like him -- many of whom are concentrated at State and are scattered about the globe in "our" foreigner-serving foreign service -- are excellent maniplulators and cause Washington's political dawks to dance to whatever tune they whistle up.

Witness the Administration's recent rapid winning of the Iraq phase of the War on Terrorism -- and the Bremmer/State-Department's losing of the peace!

mmm...not so sure, at least maybe not all the time. I think at least in the case of the Tampa Prof, to the media, he became an informant, but to the Feds, they knew what he was "up to". Which works well because then they feed him just what they want whoever he is working for to know.
Not discounting the ability of these posers to infiltrate and get info in other areas. I suppose that could happen.
