There are networks in place in ag counties to deal immediately w/various outbreaks, no matter what the cause. APHIS is the agency in charge, IIRC. We know the vet who is the designated coordinator for our county. Quarantine, vaccination, controlled culling/destruction is all planned for and will be implemented, if necessary.

I am certain procedures are in place for rapid response to a plant disease, as well.

The weak link, I have been told, is the individual farmer. Many smaller farmers are sceptical of any government program and are vulnerable because of that.
