Was it ever reported the Bush Administration considered out sourcing the security to private contractors?
In reading Skerry's February speech, we actually (perhaps) are looking at the information from burgled documents which outlined steps to be taken to avoid catastrophe for America. In other words, Skerry is formulating Foreign/Homeland policy from stolen (perhaps) information, under the guise of "I have a new and better program for America."
