Klinton's tax increase had nothing to do with the balanced budget. If anything it encouraged the rich to shelter their money more. Rather, it was the Republican House's insistence on some fiscal restraint coupled with a overheated, unsustainable economic growth that Klinton had nothing to do with---and which was destined to bust eventually.

It seems (as much as I was against it) that Klintoon's nominal tax increase on the super wealthy did work. It didn't hurt the economy, it didn't hurt the wealthy's input to creating jobs, and it did help reduce the deficit. Your recollection of history is a bit hazy. The 1993 tax increases on the "super wealthy" had almost no impact on the economy -- in fact, the revenue generated by those tax hikes was actually projected by the Clinton administration itself to decline. The biggest impact of the 1993 tax hikes was from regressive taxes on people who were hardly "super wealthy" -- such as the 4.3 cents per gallon gasoline tax and the new tax on Social Security income.
When the 1993 budget was passed, it actually contained forecasts for long-term budget deficits for the next five or ten years.
