Not only did they wait 40 minutes to do anything, the Senate Leader Daschle and company in the office were clueless as to how to proceed, apparently.
And then word came from the White House, they were evacuating, and we were to evacuate, and so we immediately began the evacuation.
The Senators had to wait until the White House told them to duck and run. lol.
Remember that, later, Daschle was complaining about not being told of the shadow government. This was after he was 'evacuated to the undisclosed location' and was standing in the middle of the shadow government, as Senate Majority Leader.

he Senate Leader Daschle and company in the office were clueless as to how to proceed, apparently. Daschle's mind was useless from the time he retook control of the Senate (after Jefford's abandonment of those who voted for him.) Daschle wasted his brain power on schemes to obstruct Bush and to ridicule those who believed as Bush did.
On June 8, 2001, within days of taking over the reins of the Senate, Daschle held a press conference at which he belittled the opinions of those who argued that the national missile defense program should be pursued.

To be so clue-less...and yet have some much power in DC...its a wonder that the senate is able to function at all. Kerry would have sat there for hours, if someone hadn't said anything.
