1 million U.S. citizens living south of the border?
So where do they vote?
If they reside in mexico, how can they vote here?
Absentee ballot. Happens all the time.
So if I move to some awful stinky place like Mexico or Kentucky or god-forbid, michigan, I can keep voting here in The Great State of OH-IO?
You can, depending on what state laws say.
Some require you to be a resident of the state, some

But you cannot vote in both states.
Kerry's Sister Campaigns in Mexico
Kerry's sister trolls for votes (Absentee ballota) in Mexico City, Mexico!!
John Kerry's sister urges U.S. expats in Canada to register for vote

If this is who I think it is.....he's a babe!
