Thanks. This clearly shows Sanders taking an interest in the creation of retroactive awards.

By the way, I don't think Sanders is talking about Kerry in #38. For one thing, Kerry always tried to manufacture medals for his crew at the same time he was working on his own - one reason they continued to support him. That doesn't sound like the OinC Sanders complains "left behind" a crewman with "just a Purple Heart." Second, as Kerry's long-time henchman, Sanders wouldn't be likely to criticize him in public, even indirectly. Finally, the unnamed OinC seems to have been in Vietnam for a year, in contrast with Kerry's famous 4-month tour.
