Kerry citation a 'total mystery' to ex-Navy chief

Former Navy Secretary John Lehman has no idea where a Silver Star citation displayed on Democratic presidential nominee John Kerry's campaign Web site came from, he said Friday. The citation appears over Lehman's signature.

"It is a total mystery to me. I never saw it. I never signed it. I never approved it. And the additional language it contains was not written by me," he said.

The additional language varied from the two previous citations, signed first by Adm. Elmo Zumwalt and then Adm. John Hyland, which themselves differ. The new material added in the Lehman citation reads in part: "By his brave actions, bold initiative, and unwavering devotion to duty, Lieutenant (jg) Kerry reflected great credit upon himself...."

Asked how the citation could have been executed over his signature without his knowledge, Lehman said: "I have no idea. I can only imagine they were signed by an autopen." The autopen is a device often used in the routine execution of executive documents in government.

Kerry senior adviser Michael Meehan could not be reached for comment on Kerry's records.

I don't see the date of when this was issued. Is it on some attachment to the citation?

We were wondering this a few months ago.

More proof the MSM only wants to investigate the victims and not the attacker.

Somebody better tell GW to just keep his trap shut and let this thing play out. The last thing Bush should be doing is condemning the Swifties via the 527s which he helped create and "honoring" Kerry's military "service".

For, if it can be shown that Kerry willfully manipulated his service record, how would if make GW look if he continues to dignify a provable phony record? Would it not make him look somehow complicit and therefore implicated if not stupid.

Could well be..this has been a beautifull constructed campaign..well thought out.. O'Neill's very smart..they've got their s**t together, beautifully..they know what's in the files, becuse they have them, and they've designed their strategy accordingly..That's why Kerry isn't responding..he's trying to cast doubt on their credibility.. BUt if the bad stuff lands on the desk of every newspaper and TV station in DC next week..well...

Hence the timing:

A cresendo before the Republican convention.

Kerry will be "on ice" during the convention while this story festers.

After the convention, it will be too late to replace him. Demos go down in flames. Hillary reduced to ranting in the ruins.

However, there's (sigh) some question about whether Kerry actually deserved all four of those stars.

Kerry was offshore on the Gridley in the combat area March 1968 to May 1968. He would be eligible for the Tet Counteroffensive (30 JAN 68- 1 APR 68)and Counteroffensive Phase (2 April 1968 - 30 June 1968).

Don't officials need to approve documents for signing by autopen?

There is no way that the Secretary of the Navy can personally review and sign every document that requires his signature. There are not enough hours in a day to do this and if he even tried to deal with 1/10th of it he would have no time for anything else. He will have a procedure for delegating this authority to his staff, retaining for himself signatory authority over principle policy, planning and budget documentation.

It does seem that O'Neill may have more evidence than he has so far produced. If, in fact, the Swift Vets have Kerry's naval records, I hope they don't come over the transom. The press would spin that as Bush Administration collusion.

Better to let Kerry twist in the wind. He's already publicly contradicted himself on a number of occasions.

I don't know but I would think that the DD214 itself may also come into question? Is the one displayed on the web site a reissue? If a DD214 is reissued for some reason is it given a new number or a extension to the number?

Corrections to a DD214 are done by issuing a DD215 form.

On Kerry's DD215, issued in 2001:

1) His Silver Star is listed "with combat V". This is bogus. The Silver Star is never issued with the V device and never has been. He did not wear a V device on it when he appeared on Meet the Pres in 1971.

2) His Vietnam Service Medal is listed with 4 campaign stars. He was entitled to only 2 based on his time in-theater. He wore only 2 of them on it on Meet the Press.
