HUH?
anyway, they are called feelers. But when you get them out in the public, you can measure how much support you have for said issue. But also you take an issue away from the other candidate.
Probably 80% of the more moderate stuff that has come out of the Bush administration hasn't been high on the President's priority list, but instead, it has been high on his re-elect bid list. Politics trumps all when you WANT to get re-elected.
At least, that is the way it works in DC, which is where politics trumps all anyway.

As far as "the stop and drop citizenship fiasco", that requires a change in the Constitution. Not at all, the constitution does not confer citizenship on the children born of illegal residents, wrong headed custom does.

Now, you may want it to mean something other than what it says, but it means exactly what it says.
