From a legalistic standpoint one might say that draft avoiders went to Canada since most of them had been called up and beat feet to avoid service. Draft dodgers stayed here and later became Vice President, Speaker of the House, Majority Whip, Senate Majority Leader, things like that.

Some comments were made loudly enough for people near me to undersand my opinion. However, I was actually there on a weekend business assignment and took the family, so it would not have served me well to be arrested on company time in a foreign country for disturbing a national treasure.
