"These American companies acquired the oil after it passed through a complicated route of trading concerns and intermediaries."

It's interesting that - unless I missed it - the word "France" does not appear in this article. It appears - with its emphasis on American oil companies - that The Times is trying to somehow link the scandal to Bush. Notice how the article omits mentioning who comprises "the complicated route of trading concerns and intermediaries" and focuses on the TEXAS oil companies who eventually bought oil through the intermediaries. But if there were payoffs and bribery, wouldn't those have been to the "intermediaries", not the American companies? It just seems to me that a lot has been scrubbed from this story to focus undue attention on secondhand American involvement.
