I would take that to mean that Bush is going to make every effort to win in Iraq. I prefer that to reading that he's cutting back funding for those two countries. That's my interpretation, but I suppose that others could come to some other.
That's OK. As long as Kerry is back in the Senate to vote for it before he votes against it.

It will be like this all week. The October surprise is a series of hit stories about policy, all exaggerated or completely made-up. Every day, with maybe a biggie on Thusday or Friday. We need to be ready. The undecideds at this point most likely never vote anyway. That has been my own experience at least.
