Two other, more likely tie scenarios:

Bush wins Nevada, New Mexico, Iowa, Wisconsin, and Ohio.
Kerry wins Florida, Minnesota New Hampshire, and Pensylvania.
All other states fall as expected

Bush wins Nevada, Florida, New Mexico, and Wisconsin.
Kerry wins Iowa, Ohio, Pennsylvania, Minnesota, and New Hampshire.
All other states fall as expected.

Both are well within the realm of possibility.
