France has a different agenda from Bush. Of course there will be no kiss and makeup. France wants the US influence in Europe to be exorcised. It can't exorcise the dominance of the English language, so the US is its consolation prize.

The French stormed out of the big EU meeting to strengthen Iraq rebuilding efforts, I hear. They got mad at Allawi for asking some of them to stop just spectating and start contributing. I think Chirac will do everything in his power to harm the USA, regardless of the costs to France. For him it is emotional and personal.

Chirac to skip Allawi meeting, denies snub

PARIS/BRUSSELS – French President Jacques Chirac will skip a meeting between European Union leaders and Iraq's interim prime minister on Friday in a move criticised by EU diplomats but which his office denied was a snub.

The French leader will make an early exit from an EU summit to fly to the United Arab Emirates shortly before Prime Minister Iyad Allawi, an outspoken critic of France's opposition to the U.S.-led Iraq war, is due to meet the 25 leaders to discuss EU aid for his country's elections and reconstruction.

Chirac's office dismissed suggestions that the president was seeking to avoid an encounter with Allawi, but EU diplomats in Brussels said the move was a blatant snub.

They said France had succeeded in watering down EU pledges of assistance to Baghdad to be made to Allawi and had even tried unsuccessfully to have a sentence welcoming the interim prime minister deleted.

French Foreign Minister Michel Barnier and British Europe Minister Denis MacShane clashed on the issue at an EU foreign ministers' meeting on Tuesday, diplomats reported.

"France have got their own domestic problems on this but this wasn't the action of a grown-up," one EU diplomat said of Chirac's planned early departure.

Allawi upset Paris by saying in newspaper interviews that France's stance against the U.S.-led invasion in Iraq would not spare it from terrorist attack.

Iraqi Islamic militants have held two French journalists hostage for 77 days despite intensive French diplomatic efforts to achieve their release, including through contacts with radical clerics.

France called off a planned visit by Iraqi President Ghazi al-Yawar in September after the hostages were seized.

Chirac is due to take part in memorial services in Abu Dhabi on Friday for the late UAE leader Sheik Khalifa ben Zayed al Nahayan, who died this week, the president's office said.
