Remove a majority of voters from responsibility for income taxes This is the biggie and they've made no attempt to hide their goals here. The Democrats have been working on this plan for decades --- with no small amount of help from the cowardly Republicans. The idea is simple. Using "refundable" tax credits and deductions and such ideas as the fraudulent Earned Income Tax Credit the Democrats are working to shift the entire burden for the payment of federal income taxes onto a minority of US taxpayers. Right now the top 50 percent of taxpayers pay almost 96 percent of the taxes. The Democrats are close to their goal. When the majority of voters have no federal income tax liability it will be almost impossible to pass any meaningful tax cuts and further tax increases will be a piece of cake, especially if the taxes only affect those to be considered to be rich. Through this ploy the Democrats plan to create a defeat-proof socialist congress.

This is why a national sales tax or flat tax is so badly needed. When all people have to pay, maybe our government will be forced to spend more carefully.
Right now, raising the income tax has no practical effect on 50% of the population, so why should they care?
GW raised the amount of income level not to be taxed. Another dumb move in his 1st term.

In their defense when the income tax was instituted a very small portion of the public was affected. Inflation and Demonrats put all of us under its yoke

I have known people who have received "refunds" of $4,000 without ever having paid in a penny for income taxes.
This same group of people are the ones yammering about Bush cutting taxes on the "rich". how the He!! can he cut their taxes when they don't pay any to begin with.
There's something fundamentaly wrong with a system that allows that.
Personally, I'd much rather have $1 of my money go to someone who's starting an entry-level job but doesn't yet have enough experience to earn an income that will make ends meet, than have it go to someone who isn't bothering to work. In fact, I'd rather have $1 go to the entry-level worker than have $0.01 go to the non-worker. Unfortunately, the government allocation is precisely the reverse of that.
I don't think the boundary between 'those who on net pay taxes' and 'those who on net receive subsidies' is conceptually nearly as rigid as some here would suggest. If a person knows that earning an extra $10/week will put an extra $8 in their pocket, they're not going to be detered by the fact that instead of receiving $52/year in subsidies they'll have to pay $52/year in taxes. What matters is that earning $10 nets them $8. That's a much stronger encouragement than earning $10, paying $0.70 in payroll taxes, and having one's subsidies cut by $5.00 or so (thus ending up with less than $5 more than one would have if one didn't bother to work).
