Why would building a defensive shield be provacative? Although the Russian response shows us an important fact of that we might not otherwise know. "They want to nuke us".

You better hope we can knock down whatever nukes come from Russia, China, North Korea or from wherever because otherwise Canada will get a whole lot warmer in the summer.

The last arms race was only a problem because a Soviet invasion of Western Europe could have led to a tactical nuclear exchange escalating into a full-scale conflict. Last I checked, there weren't 50,000 Soviet tanks on the West German border anymore.
