I contend that any assessment of the Clinton presidency is incomplete unless it also includes a full assessment of his medical history. As time goes on, I've become increasingly convinced that the biggest story of his administration is that this country survived an eight-year period in which it was governed by a certifiable loony-tune.

I'll post more details later, but one incident in particular stands out as the clincher in my mind.
