I don't know about Cook but I am concerned that in these types of deals only the Ownwers and Players get anything out of them. Some economic studies have shown that in most instances the economic "Benefits" to a city or region either do not materialize or are obtained at the expense of other sectors - A sort of zero sum game. This is my concern in this case.
