What does slow down traffic are wrecks, wreckers and emergency vehicles. Are they going to immediately hook up to a car that has been in an accident to get it off the road? Sorry vulture, but you ain't touching my vehicle until I get a police report to back up what I'm going to have to explain to my insurance company.
Oh yes they do ! Here in Atlanta, traffic often backs up for miles simply because a car or two are pulled over on the shoulder. This isn't an Atlanta thing or an idiot thing, its just human nature. We have those helper trucks too, but their presence on the side of the road backs up traffic as well.
If a person can remove their car within five minutes of the helper or tow truck arriving then they should be allowed - otherwise they should be quickly towed to a location not visible from the interstate.
I beg to differ. I once had an in-duh-vidual come to a FULL STOP in front of me on the freeway to watch someone change a tire.
