While I was at CBS's site waiting for them to post the full report, I decided to visit the tab titled: "The War Years - a Timeline of Bush and Kerry's Military Service". It's still on the CBS site.
Under Kerry's timeline, they say this about his 3rd purple heart:
After his third Purple Heart, the Navy is required to reassign Kerry out of Vietnam.Note the passive tense...NOT that Kerry had to REQUEST the reassignment. CBS makes it sound like the reassignment was legally mandated.

WOW!!! Absolutely fascinating.. Captains Quarters, as well as FreeRepublic spent much time and energy pulling apart and comparing public statements, military documents, books and personal accounts of in-country service with Kerry, but I'd NEVER seen *that* statement before placed in mainstream view. Now the question begs, why was Kerry reassigned?? I vote for the path that puts Kerry in a position of making a deal to avoid being tried for treason, and took a Less than Honorable discharge due to his subversive actions against the American government.

I don't imagine the CBS site posts Colonel North's 'open letter' to Kerry where North mentions that after he got his second Purple Heart he turned down all the rest so he could stay with his men? Apparently, you can turn citations down if you wish.
On the other hand, wasn't it Kerry himself who put in for his medals?
