The problem with this sort of attack is that it comes in prepared remarks--while the response if usually off the cuff.
When someone like Boxer uses lies in her prepared remarks, the other party has no prepared response and can't say much in rebuttal because they didn't anticipate outright lies.
Set up the cameras and the senators posture and vie for a place on the evening news. The most outrageous wins. Yesterday it was Boxer, even though she looked like an uncombed witch.
Was Rice the victim of selective coverage when the news played a bit where she talked about how wonderful the Tsunami was? There must be more to the context. On the news it sounded like...

Boxer: the Tsunami was terrible. A lot of people died. Have you no soul? Now about Iraq...
