Ha Noi (VNA) -- President Tran Duc Luong and Prime Minister Phan Van Khai exchanged messages of congratulations with Russian President Vladimir Putin and PremierMikhail Fradkov.

In their messages, the Vietnamese leaders wrote: "Viet Nam and the Russian Federation (the former Soviet Union) officially established their diplomatic ties on Jan. 30, 1950, creating a foundation for the traditionally friendly and cooperative relations between the two countries for the last half of century.

"Over the past 55 years, the Vietnamese and Russian people have mutually fostered and developed the traditional friendship and comprehensive cooperation between the two countries.

"A joint communique on the strategic partnership relations, which was signed during the visit to Viet Nam by Russian President Vladimir Putin in 2001, affirmed the Vietnamese and Russian people's desire and aspiration to advance the close cooperative tradition into the next stage of development.

"In the context of the ever-changing international situation, Viet Nam and the Russian Federation have continually exerted great efforts to strengthen and boost the political ties and effective economic and commercial cooperation.

In the past five years, two-way trade value between the two countries has increased and cooperation has been accelerated in various fields, including energy, oil and gas, investment, national defence, culture and education and industrial processing. Relations between the two countries' ministries and localities have been directly strengthened, creating a new momentum for the Viet Nam-Russia economic and commercial cooperation."

Also on this occasion, Foreign Minister Nguyen Dy Nien and his Russian counterpart S. Lavrov also exchanged messages of greetings.-Enditem

Notice that "Russia" and the Vietnamese Communists see no break in solidarity from the time the USSR originally established diplomatic ties until now. "Russia" is not the Russia of old, it's just another (shell) name for the Soviet Union.

Bingo.

That sort of thing only flies with the American Public who believe their leadership must reconfect any treaties made with the "former" Soviets.

Thanks for the flags. Trust all is well with you and yours.
