Excluding Hong Kong and Beijing's claim to Taiwan, that 94 million figure seems inflated.

Chinese Ambassador Sha Zukang told a UN conference that controls should be multilateral, transparent and democratic

Maybe China should consider becoming a democracy before seeking to make the Internet more democratic. At that point, China's input might actually be helpful.
