Walking "outside" was not meant literally. If you are outside watering your garden, no. If you jump in your car and are in an accident or break some a traffic law, yes. If you take a walk around your neighborhood, no. If you are walking in some bad part of town at night looking like a Mara Salvatrucha, yes. If you have to go to your dentist/medical doctor, no (but this would require driving, so it would be yes for the driving part if one is stopped by the police).
Yes that's what I meant, walking down the street and a cop arbitrarily stops and asks you for your "papers" and a national id is required or else. That is something no way I could support nor would most Americans. I don't see this legislation doing that.
