Navy Probing How Man Boarded U.S. Carrier

ASSOCIATED PRESS

WASHINGTON (AP) - The Navy is investigating how a man was able to sneak on board an American aircraft carrier in port in England last month.

On April 9, the man made it past British and American security at Portsmouth, then apparently onto a liberty boat that was transporting people to the nuclear-powered aircraft carrier USS Harry S. Truman. The vessel was not connected by a walkway to land, Navy officials said.

The man was detained by members of the carrier's security force after he came on board, said Lt. Mike Kafka, a Navy spokesman in Norfolk, Va., where the Truman is based.

Another Navy official said the man was on board for 15 to 20 minutes.

After a search by security forces, officials concluded he hadn't done any damage or left any items on board, Kafka said. He was transferred to British custody.

"The military takes it very seriously when unauthorized individuals board our property or vessels," Kafka said.

British press reports identified the man as Abdoul Masmoud Yessoufou, 37, from the Isle of Wight. They said he was of west African origins and that he has been previously detained for entering restricted areas at Heathrow airport.

Navy officials said they had no indication that terrorism was involved.

U.S. Navy vessels have been on al-Qaida's target list since 2000, when operatives rammed a suicide boat into the destroyer USS Cole while it was in port in Yemen, killing 17 sailors. The Navy then implemented measures aimed at increasing the physical security of ships in port.

The Truman was returning from operations in the Mideast when it stopped at Portsmouth. It has since arrived in Norfolk.

When I was on board navy ships as a contractor, it was explained to me that on nuclear ones if a security detail of marines is alerted for a security situation that if I was not in a duty station or where I should be in an emergency that I would be shot on sight, no questions asked. It's mighty hard to even know where the hell you are in an aircraft carrier. I was lost, trying to find my escort most the time. Try humping scopes and electronic gear from deck to deck the way those guys fly down steps(they don't use the steps)! Most escort details assigned are collateral duty which means it's an assignment the sailor could do without.

Holy Shi-ite! How the heck did this guy manage to get on the liberty boat and on-board the Truman? Given his history, he sounds like some kind of scout, searching for the weaknesses so his buddies can penetrate and do the really nasty stuff. I'm shocked this could happen while we are at war.

A man who managed to get on board a US aircraft carrier has been arrested again attempting to enter a naval base less than 24 hours after being made subject to an anti-social behaviour order banning him from entering prohibited areas.


The USS Harry S Truman
Under the terms of the order Abdoul Masmoud Yessoufou was banned yesterday from entering non-public areas of Portsmouth Naval Base after he was caught on board the USS Harry S Truman on Saturday.

But at 8.52am today, the 37-year-old from Newport, Isle of Wight, was arrested as he attempted to enter a gate at Portsmouth Naval Base.

A Royal Navy spokesman said: "MOD police arrested a 37-year-old man at an entrance to Portsmouth Naval Base on suspicion of breaching an Asbo.

"He is currently in custody at Portsmouth Central Police Station."

Yessoufou sparked a security review at the naval base as he managed to get past both Royal and US Navy security to get on board the visiting nuclear-powered warship.

He was able to walk around for two hours unhindered before he was found, arrested and detained initially under the Terrorism Act 2000.

The Asbo issued by Portsmouth magistrates yesterday banned Yessoufou from entering restricted areas of the naval base, Portsmouth Continental Ferryport and Southampton International Airport, punishable by five years imprisonment.

The court heard that Yessoufou had previously been convicted of entering airside areas at Heathrow on three occasions in February this year and on another occasion at Southampton airport.

I had to go to the DMV today. I had to change my license from another state to Wisconsin, about four years later than I should have, but that's another story.

The clerk asked me for my valid unencumbered out of state license which I gladly gave. She then informed me that I needed a secondary form of collaberating ID proving residency in Wisconsin. I handed her my United States FAA issued pilot's license.....Nope! I handed her my USDA Farm Service Agency Farm identifier complete with address......Nope! Employer ID's.....Nope! Name off my checks........Nope! Fortunately I had my passport out in my car, so I ran out to get it. That was OK. License re-issued.

Now the $%&*#$* part is that the entire time this is going on, every Jose, Abdulah, Juanita, and Ishimoto is getting their driver's licenses using Wisconsin published brochures all in foreign languages. They use a utility bill showing an address and one form of ID from their home country and BINGO, BANGO, a new Wisconsin drivers license is issued. They don't even speak english!

I cannot figger this frickin country out. FWIW, the DMV clerk was just as frustrated about it as me. She apologized and explained that it was the rules that she had to follow, no matter how ridiculous.

Who pays his bills? It ain't that difficult to get to the nitty gritty. A foot cop from Boston could solve the whole matter in a day. People who are foreign nationals lurking around airports and navy bases are not working for a living. Someone is paying their way and who is it?

And the ones that are the biggest problem.

And ultimately the most dangerous to liberty and freedom.

I know exactly what DMV clerks are. They are government employees more concerned about protecting their coveted $50,000 a year barely middle class job than being part of anything else whatsoever. There are tens of millions of them out there, most on a vacation, comp time, home office days, medical leave, or leave with pay at any given moment.

They are nothings. But you are still on one side of the counter and they are on another.

But none of this yet quite addresses how "civilians" gained access to "high security" sites. Yes, I've been watching this since this event happen. MY two cents: How'd the civilians get the uniforms and necessary "stuff" to pass as "security" or facility persons.
