Sounds like standard operating procedure. Witness Medicare prescription drug coverage.

Roughly 32 months after enactment, and four years before the first American is supposed to receive benefits, the creator of Social Security proposed liberalizing it by extending coverage to those not originally included, starting payments earlier than agreed upon, and making distributions larger than prescribed in the 1935 bill.Typical big government hack.
Even today the hacks in Congress emulate this approach at every opportunity. Like the proverbial camel's nose.
Newt -- are you hip dude?

Does this have anything to do with the 'notch babies' I remember hearing about a while back?

Has anyone else been offended by that totally fraudulent and outrageous AARP TV commercial where they destroy a house because the kitchen sink is clogged?
The stupidity of that commercial is beyond words.
Never mind the fraudulent premise and total misrepresentation of the proposed changes to Social Security. Including the undescribed "billions" in additional costs if things are changed.
I just about gagged.

It's actually very simple; if the Congress, Fed state and city workers thought Social Security was so great, they wouldn't have opted out of it. What's amazing is that the Feds DO have 6 or 7 funds they can invest in with their retirement plan. How they can presume to speak on Social Security with any confidence is beyond me. They're not even in the ball park playing the same game.
