This seems like it would have been an expensive thing to do, charter a small airplane for a trip from CA to GA. Where do these people get the money??

Should be a whole bunch of questions 'axed'. One doesn't just walk in with a license and Visa card to get access to an aircraft.
More than likely, somebody paid cash for aircraft and it's owned outright by a smuggling corporation.
