Also, it is illegal, period, to send eBay items as a gift. Please explain. Sending it designated as a gift for a cheaper postal rate? What does the above mean, specifically?

Sending it designated as a gift by the buyer's request so the buyer doesn't pay taxes on it. Doing so subjects both seller & buyer to persecution.
