The when is out of our control. It happens when the Democrats decide to filibuster, and a cloture vote to stop that filibuster fails. Only then. Timing (and whether it ever happens) is in the control of the Democrats.

AND when, and if, there are enough Republican senators to impose the constitutional option. I won't hold my breath.

It is good to see senate progress on Bolton, Owen, etc. But I thought it would have been MUCH better if the Republicans had been able to avoid the defections and do it now. Let the Dems shut down the Senate. There would have been fewer of them come January 2007. Now the opponent sees weakness and the Republican base is demoralized. this will make it MORE likely that the Republicans will be back in the minority - where apparently many of them are more comfortable, judging from their actions - sooner rather than later.

I know there are arguments on the other side. Maybe they know something peons like me don't. I hope I'm wrong about the deal. But I gotta call it like I see it.
