Inouye was absent and by previous agreement, Stevens paired his vote with Inouye (one YES and one NO to cancel each other out)
The final vote is 55 to 43, If Inouye had been present it would have been 56 to 44.

It makes sense if Inouye had to be away...and is a nice collegial gesture...if it would be a wash.
