How come burning a Quran is a hate crime but burning a bible or a US flag is free speech?

I thought it was an interesting turn of events. Yes, it is surprising that they would agree is wasn't a hate crime.

If the Korans were burned on purpose, it would have been a CRIME???

Someone please explain to me how keeping a crucifix immersed in urine is not a hate crime, how burning the American flag is not a hate crime, but burning a Koran would be?
