Coburn slams 'improper' grants
Sen. Tom Coburn (R) Muskogee, said he was the lone vote against the Homeland Security Department spending bill this week because it funded questionable grants in some lawmakers home states and didn't include enough money to fight illegal immigration.
"Congress undermines our Homeland security when we fail to prioritize spending based on actual risks, and when we fail to secure our borders."
"Homeland security dollars should be prioritized based on the greatest terrorism risk facing our country. Unforunately too many members of Congress are putting their political security ahead of Homeland Security"
Coburn said improper uses include
$30,000 dollars used by officials in a Tennessee county to help a high school buy a defibrillator for a basketball tournament.
$63,000 spent on decontamination unit that is now stored in a warehouse in rural Washington state because the state does not have a hazordous materials unit to use it.
$98,000 spent on training courses in incident management by a fire department in Michigan that no one attended.
Coburn said, "The Senate also failed to fulfill its pledges to hire an additional 2000 border Patrol Agents and fund 8000 new detention beds for illegal aliens.
It is inexcusable to not properly fund this obvious security threat while politicians spend half-a-million dollars on homeland security equipment in North Pole, Alaska. -- a town of 1,570 -- which no expert considers to be a front in the war on terror."

I found it.
These state minimums ensure that disproportionate allocations go to areas where risk is low and that neither requested nor need the funds.
For example, $44,000 of Yadkin County, North Carolinas Homeland Security award went to the purchase of a new state-of-the-art mobile decontamination trailer complete with warm showers. Yadkin Countys emergency-services director said were trying to get equipment that we could use for events that could happen at any time, he said.
Im not preparing for Osama because Im not sure hes coming to Yadkin County. $30,000 in Homeland Security dollars helped fund a defibrillator for a high school in Lake County, Tennessee. Lake County mayor Macie Roberson thought it would be good to have on hand for the district basketball tournament
