An apology to the Ukrainian people for Stalin's engineered famine, which killed +-10 million people would be a good start.
Could move on from there to all of the churches he destroyed in Kiev and other cities in an effort to stamp out religion.

Claims that Ukrainians should receive something from the Russian Federation are laughable. The Ukrainian people suffered not more that all the rest of Soviet Russia suffered. The Volga region in today's RF was equally struck by famine. From the other hand
1)Ukraine received all the investments that other parts of the USSR received from the central government.
2) Ukrainians had exactly same access to all government, CPSU and military positions as the Russians.
3) Ukrainians participated in installing Soviet power not less, than Russians. I don't buy "Soviet Russia exploited Ukraine" thing.

Then go to Georgia where Stalin is still hailed as a national Hero. Especially the Gori region, where his museum is still open and running and the town is dominated by his statue.
