Only if 'effectively' by your definitions is 100%. We've effectively built hundreds of thousands of miles of concrete interstate highway and created an electric power grid for this nation; we can build a tough double wall with an electrified inner fence section plus electronically monitor activity.
Will it be 100%, no, but it will sure as hell slow down the criminal activity element.

The answer is as mentioned above, we must fight this war over there, but we have to have the will to do it, which as we can see just isn't there. Maybe it will be there after we take a few hits, and quit trying to fight a PC war.

Reducing crime is one thing.
Reducing the chance of a nuclear device going off here is entirely something else. If your solution for that is the wall, it will be a total failure.
