Eight charged in DMV bribe scheme

Oakland -- Eight people, including four employees of the state Department of Motor Vehicles office in Oakland, have been charged in a scheme in which some of the DMV workers allegedly accepted thousands of dollars in bribes in exchange for providing driver licenses, identification cards and registration stickers for cars that did not pass smog tests, authorities said today.

Four of the defendants, including three DMV employees, appeared in U.S. District Court in Oakland this morning on charges that they accepted bribes to sell identification documents to non-U.S. citizens. All four were ordered to return to court Friday for further proceedings.

"The federal charges unsealed today allege that public employees accepted cash bribes to provide seemingly valid driver licenses to individuals not lawfully present in the United States," San Francisco U.S. Attorney Kevin Ryan said in a statement. "Upon learning of these allegations, federal and state law enforcement agencies aggressively pursued this investigation in an effort to identify all the employees engaging in such conduct."

The DMV employees who appeared in court were Brachelle Fifer, 43, Stephanie Davis, 37, and Leneka Pendergrass, 27, all of Oakland. They were immediately released from custody, and all three declined comment outside court.

Another DMV employee, Frances Aliganga, 53, of Fairfield and Veronica Rivera, 53, of Daly City were indicted on charges of conspiring to defraud the DMV. Rivera, who is not a DMV employee, allegedly served as a "broker" of fraudulently obtained documents.

From about November 2003 through June 2005, authorities said, Rivera recruited individuals who were living illegally in the United States and offered to sell them a California driver license or ID card for $3,000 to $4,500 each.

Yep, the DemoRat stronghold of gangbanging Oakland in the DemoRat stronghold of Communist Kalifornia, supplies drivers licenses to Illegals and tags to their vehicles powered by 55 gallon drums of ammonium nitrate and diesel fuel. Definitely won't pass smog, but might pass the moon.

This will mean trouble! Rivera is El Presidente Fox's go-to guy in San Francisco. Rivera not only sells fake doucuments and dope for Fox but also watches out for Fox's special friends when they visit the city. When ever one of Fox's special girl friends or favorite hookers goes to the city, Rivera wines and dines them and takes them shopping. They bring back (in a diplomatic pouch - they travel on diplomatic passports) cash, gem stones and "real" fake documents (documents "reclaimed" from deceased citizens) for Fox's "off the books" business in Mexico. Fox's wife reportedly, didn't know about Rivera.

Absolutely. Actually I don't know where the money is coming from, although a lot might have to do with under the table payments, coyote work and the drug trade. I do know that if you look at the ads in our newspaper for mortgage loan processors, they almost always want bi-linguals (Spanish) so obviously a lot of Spanish-speakers can afford the housing prices around here in the Big Valley, which aren't cheap by any means.

I don't fault the hard-working immigrants who come here legally for a better life. In fact, I have a lot of admiration for them. I don't care for those who are here only to make money and refuse to even learn English, let alone make any other attempt to assimilate. I especially don't care for those who get huffy if you don't speak Spanish or have an interpreter available for them and their kids. We're 500 miles from the border, for Pete's sake.

Which money? It doesn't cost them anything to show up in an emergency room and have a US citizen anchor baby. If they are also paying for those fake ids, then perhaps the money is coming from the anchor chain links. I don't know and don't pretend to know how pregnant women get here but I suppose not everyone has to pay coyotes to slip across.

Coyote money might often come from the ones left behind to whom the immigrant will send money every month. Or it may come from the contacts up here, either from misplaced good-heartedness or a desire to have some leverage over a good labor deal for gardeners and nannies, or from the gangs that need meth-cooks trained down south.

However they get here, it is sad because they often end up here as little more than indentured servants, and I think some of the best hopes for reform in Mexico are being pushed north to take the pressure off reform movements. I know Victor Davis Hanson discussed this in his book, "Mexifornia" how so many of those coming north are discriminated against in Mexico because of their mixed blood and darker skin tones. I wish there was a simple answer to this dilemma but there isn't.

Everything is for sale, and we are knee deep in fraud.

I was talking about election and voter fraud earlier.

I believe its much worse than is being reported. They routinely seize thousands of counterfeit documents, including drivers licenses, birth certificates, social security numbers and everything else.

Undermine votes and elections, and you undermine a country. Our intel knows all about this.
