This is really hopeful. Sounds like what Falluja needs is a modified Small Business Association to help the local people get some businesses up and running. Some people with ideas to help spark that spirit and some advisors to help get things up and running. Sometimes all it needs is someone to help bring those ideas to fruition.

A reason for this, which the media rarely report, is that the Iraqi government subsidizes gasoline so that it’s virtually free. Sell tickets to a pro football games for five cents apiece and see what kind of line you get.
