If you look at the maps of US oil pipelines, the Southeast US including Atlanta and Washington, DC are really only served by two pipes. Both of these are down for at least a couple days.

The midwest and northeast are served by pipelines that run through texas, but the Southeast looks screwed until the Colonial and Plantation pipelines are back on line.

Colonial has restarted their pipeline according to a press report that was just posted on FR.
