How are people on welfare supposed to evacuate on 40 hours notice if they don't have cars, drivers licenses, or money to rent a car or buy a train, bus, or airplane ticket (as if there were ever enough available seats on public trnasportation even if they had the money)? The Superdome is the emergency evacuation center for those unable to physically leave the city.
