You need only read from page 7 to about 16 to see who is responsible for this mess. It is the Parish Presidents and the other local and state elected officials.
Do not blame anyone until you read this!!!

I'll bet NO and local government have never deployed their buses to evacuate the needy in previous hurricanes until AFTER the storm. They want to save the buses. It's about money.

Criminal negligence.

I just read a couple pages and thought,"WOW!" No wonder Nagil is making so much noise (An empty wagon makes lots of noise." - a good southern saying)

I wonder if he or the governor ever read this thing? When did Nagil get elected? When did Blanco get elected?

It's CYA time for both of them!!!

Thanks. Was the Superdome considered a Shelter or a Last Ditch Refuge - using their terminology? According to tis a shelter is required to have water and supplies while a last-ditch refuge would only have supplies to last through the storm. Then after storm people would be moved from last-ditch refuge to shelter. If a Cat 5 hits and the streets are all flooded, how would these people be moved? There's just not any meat in this document. It's not much of a plan.

I am outraged that everyone seems to blame the federal government and not the city or state governments for their lack of response prior to and after the fact. We never saw Rudolph Guilliani lose the respect of his city!!
