Imagine sending folks (including, women, children, the aged and the sick) to a place where there is no food, no water, inadequate sanitation and no security. When it was obvious that people would have to remain longer in the Dome and convention center than 18 hours the city and state had nothing to give these folks.

Thank God that FEMA sent in supplies BEFORE the hurricane. It was not the city that got those truckloads of MRE's and water in there. Nagin told the people there would be no food and water and they should bring their own. Can you imagine how those people in the dome would have faired on Nagin's bring your own policy alone?
