The State Department came out with its vision of UNSC reforms saying "potential members must be supremely well qualified, based on factors such as commitment to democracy and human rights, economic size, population, military capacity, financial contributions to the UN, and record on counter-terrorism and non-proliferation".

Military capacity will doom the lesser states of Germany and Brazil, while pacifism knocks the Japanese off the list.
Unfortunately, Australia is too small, and therefore also out of the running, in spite of its stellar reputation in all other categories.
I have a better suggestion: "We quit. You have 48 hours to vacate your offices and 72 to leave our country. Goodbye."

France and Germany do not belong on the SC. They are third class states without the requisite military capability.
China has no commitment to democracy, and Russia is just a mess.
No wonder the UN is a sewer. Look who's supposed to be running the show: crooks and incompetents.
