Money that Congress set aside for New Orleans evacuation plan went instead to studying bridge

As far back as eight years ago, Congress ordered the Federal Emergency Management Agency to develop a plan for evacuating New Orleans during a massive hurricane, but the money instead went to studying the causeway bridge that spans the city's Lake Ponchartrain, officials say.

The outcome provides one more example of the government's failure to prepare for a massive but foreseeable catastrophe, said the lawmaker who helped secure the money for FEMA to develop the evacuation plan.

"They never used it for the intended purpose," said former Rep. Billy Tauzin, R-La. "The whole intent was to give them resources so they could plan an evacuation of New Orleans that anticipated that a very large number of people would never leave."

This was also in the 97 to 99 time frame

so Congress ordered (gave money)to FEMA to develop a plan for evacuating New Orleans... FEMA gives the money to the local to develop a plan... and the local instead use the money to studying a causeway bridge that spans the city's Lake Ponchartrain

This is the first article I've seen from the AP that assigns any blame to Democrats. This failure to produce a real evacuation plan occurred in the late 90's during the Clinton Administration. Up until today the AP has used it's usual "No Criticism" policy regarding Democrats, while constantly attacking FEMA's recent response to Hurrican Katrina. I have a hunch that after today, the AP will go back to it's usual heavy, obvious anti-Bush bias.

(Coincidentally, very similar to the philosophy of Nagin's administrators.)

Every level of the state, from local (New Orleans), to provincial (Louisiana), to national (FEMA) was FUBAR in their response to Katrina. So what does the federal legislature do? Appropriate another $60 billion as a FIRST INSTALLMENT of money to throw at this pack of thieves, incompetents, and blame shifters. And where will they get the money, given the burgeoning deficits of recent years? They will BORROW IT.

Something is wrong with this picture.

People are going on TV discussing how Katrina is shinning a very bright light on the terrible condition of the poor in America, and rightly so I think.
It is shinning a light on the failure of the Welfare system that has made many people so dependent up the government for the their needs they do not even know how to care for themselves.

But something that brings me a GREAT DEAL OF JOY, is the fact that Katrina will also shine a very bright light on the corruption of the Democratic Politicians in Louisiana.

Don't count on it. The liberal media will cover up Democrat corruption in LA, and Bush doesn't want his Justice Dept. to start indicting people down there. He wants to move forward with his foreign policy, permanent tax cuts, and judicial nominations and he doesn't want to pick a fight with the Democrats right now.

It is too late, it is already going on. With the New Media growing everyday and the Democrats decision to come out with all barrels blaring against the President, his supporters will push this hard and for a very long time.
And you can bet your boots it will be the main topic of discussions and commercials for many election cycles to come in Louisiana.
