Will Schiff Shift?

Today Alabama Senator Richard Shelby (Republican) said he would be willing to give up some of his allotted Federal monies for pork projects in his state to help fund recovery efforts from Hurricane Katrina. Which raises the question whether California Congressman Adam Schiff (Democrat-29th District) would be willing to shift funds as well?
Do you think Schiff should shift $500,000 from Children's Hospital cancer research to aid children's real-time medical needs in the Gulf? Should he shift $1 million for Griffith Park Observatory for "educational" opportunities for children to help rebuild schools in Mississippi and New Orleans? Should Schiff shift $2.4 million for planning of the Palmdale-to-Pasadena tunnel? Should he shift his $12.9 million for transportation projects to make sure bridges and roads in the Gulf can be rebuilt? Will he be willing to cough up the $375,000 allotted for perchlorate cleanup projects that yield absolutely no health benefits to children to clean up the toxic waste from Katrina?
As Shakespeare once wrote in The Tragedy of Hamlet: The Prince of Denmark:

And today the question that is before Adam Schiff, prince of the 29th Congressional District, is "to shift or not to shift?" Steven Hill (19902000) as District Attorney Adam Schiff ... It is widely believed that the Adam Schiff character was based on real life New York County District Attorney Robert M. Morgenthau who still serves in the post, aged 85.
