SANTA ANA, Calif. An Orange County man who engaged in sex acts with a then four-year-old relative and web-cast the images over the Internet to computer users in Texas and Indiana has been indicted by a federal grand jury on charges of producing and possessing child pornography.
Jed Philip Larson, Sr., 44, faces up to 40 years in prison if convicted of the charges contained in the two-count indictment handed down today. Larson was arrested by U.S. Immigration and Customs Enforcement (ICE), Orange County Sheriffs Department (OCSD), and Orange County Sexual Assault Felony Enforcement (SAFE) Team investigators at his home in La Habra, California September 9.
The suspicions surrounding Larson arose after Sacramento ICE and SAFE investigators in separate investigations learned that he had sent sexually explicit computer images of the young girl to two men, one in Texas and one in Indiana. Wesley Whitcomb, the Texas suspect whose screen names included speak no evil, see no evil, is currently serving a 30-year sentence on child pornography charges. Larson also allegedly traveled to Texas on several occasions and had sexual contact with an underage relative of Whitcombs.
According to the court documents, under questioning by ICE agents, Larson acknowledged that in July 2003 he engaged in simulated sex acts with a nude pre-school age relative and web-cast those images to Whitcomb, whom he initially met in an Internet chat room.
This is sexual predation at its most despicable, said Kumar Kibble, assistant special agent-in-charge of ICE investigations in Orange County. That someone would sexually exploit their own relatives and treat them as a commodity to be shared with others is heartbreaking.
In addition to the federal charges, OCSD investigators are pursuing child molestation charges against Larson. Assistant Sheriff Bishop stated that their case has been presented to the Orange County District Attorneys Office for review.
Given the nature of Larsons activities, federal and local investigators want to ensure that there are no additional victims. Larsons arrest is part of Operation Predator, an ongoing ICE enforcement initiative to identify, investigate, arrest and, in the case of foreign nationals, deport child sex predators. Since the initiative began in July 2003, ICE agents have arrested more than 6,200 individuals nationwide, including more than 1,600 in California.
ICE encourages the reporting of suspected child predators and any suspicious activity through its toll-free hotline at 1-866-DHS-2ICE. This hotline is staffed around the clock by investigators.

CHILD PORNOGRAPHER SENTENCED TO 293 MONTHS IMPRISONMENT
MIAMI- R. Alexander Acosta, United States Attorney for the Southern District of Florida, Jesus Torres, Special Agent-in-Charge, U.S. Immigration and Customs Enforcement (ICE), Michael S. Clemens, Special Agent-in-Charge, Federal Bureau of Investigation (FBI), Miami Field Division, Broward County Sheriff Ken Jenne, and St. Lucie County Sheriff Ken Mascara, announced that defendant, Kelly Ray Jones, 40, of Ft. Lauderdale, Florida was sentenced today by United States District Judge James I. Cohn to a term of 293 months imprisonment for conspiring to possess child pornography and conspiracy to obstruct justice. Judge Cohn also placed Jones on lifetime supervision upon the conclusion of his sentence. Finally, Judge Cohn also ordered the forfeiture of Jones interest in his residence located at 1950 NE 57th Street, Ft. Lauderdale, Florida.
According to court documents, Jones utilized a laptop computer at the above residence to receive, possess and transmit voluminous amounts of child pornography, which included images depicting sadomasochistic and masochistic conduct directed at children, mostly under the age of 12 years. At the time of the offenses, Jones was on supervised release for similar conduct dating to 2001. In the 2001 case, Jones traveled from his home in Ft. Lauderdale to Port St. Lucie, Florida, to engage in sex with a child. In pronouncing the sentence, Judge Cohn noted that the sentence was aimed to deter others and also to protect the public, and children in particular.
Jones former roommate, Kenneth Paul Wilk, is currently awaiting trial in federal court for the murder of Broward Sheriffs Office Deputy Todd Fatta and the attempted murder of Sergeant Angelo Cedeno, stemming from a shooting when state and federal law enforcement agents attempted to serve a federal search warrant and arrest warrant at the Wilk-Jones residence on Aug. 18, 2004.
Mr. Acosta stated This sentence sends a strong message that we in the justice system will do all we can to help protect our children from those who would victimize them. We will continue to vigorously prosecute those who engage in the receipt and transmission of child pornography.
Mr. Acosta commended the long-term investigative efforts of ICE, the Broward County Sheriffs Office, the St. Lucie County Sheriffs Office, the FBI and the LEACH Task Force for their continued efforts in bringing child pornographers such as Jones to justice. The case is being prosecuted by Assistant United States Attorneys John S. Kastrenakes and Neil Karadbil in Ft. Lauderdale, Florida.

FOUR MEXICAN NATIONALS INDICTED FOR SEX TRAFFICKING
Mexican girls were forced to work as prostitutes at Houston-area bars
HOUSTON, Texas - Four Mexican nationals were indicted by a federal grand jury here yesterday with conspiracy to smuggle minor Mexican girls and young Mexican women into the United States for the purpose of forcing them to engage in prostitution, announced U.S. Attorney Chuck Rosenberg, Southern District of Texas; Acting Assistant Attorney General Bradley J. Schlozman, Civil Rights Division of the Department of Justice; and Special Agent-in-Charge Bob Rutt, U.S. Immigration and Customs Enforcement (ICE) Office of Investigations in Houston.
This indictment is the result of an investigation conducted by ICE Houston special agents, the FBI, and other member agencies of the Human Trafficking Rescue Alliance (HTRA) in Houston, Texas.
The single-count indictment alleges that Gerardo Salazar, a Mexican national, also known as "El Gallo," 40, is the leader of a group of men who smuggled minor girls and young women from Mexico into the United States. Using deception, threats of harm, physical force and psychological coercion, Salazar compelled their service for prostitution in Houston-area bars. Gerardo Salazar is a fugitive; a warrant for his arrest is outstanding.
Gerardo Salazar's two nephews, Angel Moreno Salazar, 24, Jose Luis Moreno Salazar, 20, and an associate, Salvador Fernando Molina Garcia, 37, are accused members of the group alleged to have provided women, all Mexican nationals, for purposes of prostitution. Angel and Jose Luis Salazar, and Salvador Garcia, all Mexican nationals illegally in the United States, are in federal custody and will remain in federal custody pending trial. They are expected to appear in court next week for arraignment before a U.S. Magistrate Judge.
Federal law prohibits persons from conspiring to use force, fraud and coercion to cause persons to engage in commercial sex acts, or to knowingly cause persons who have not yet attained the age of 18 to engage in these commercial sex acts.
All four defendants are accused of conspiring together to (1) recruit, entice, harbor, transport, provide and obtain young Mexican women and girls, and benefiting financially from participating in a venture knowing that force, fraud and coercion would be used to cause the young Mexican women and girls to engage in commercial sex acts; and to
(2) entice, harbor, transport, provide and obtain young Mexican women and girls, and benefit financially from participating in a venture knowing that the girls under the age of 18 years would be caused to engage in a commercial sex act.
According to allegations in the indictment, the conspiracy involved:
(3) smuggling or arranging to smuggle young Mexican women and minor girls into the U.S.;
(4) forcing the minor girls and women to engage in prostitution in bars in the U.S. using deception, threats of harm, physical force, psychological coercion to compel their service;
(5) requiring the minor girls and women to turn over their earnings to financially benefit the defendants;
(6) intimidating, threatening and coercing the young Mexican women and minor girls through beatings, threats of harm, close supervision and rules to maintain their services as prostitutes in their employ.
Gerardo Salazar is alleged to have placed two minor Mexican girls - ages 16 and 17 - into service as prostitutes in a Houston area bar, having beaten a third young Mexican woman for encouraging another girl to quit prostitution and leave; and having beaten a fourth young woman for not reporting a co-worker's mistakes to him. Initials identify all four victimized young Mexican nationals only.
Angel Salazar is alleged to have demanded that one of the young women turn her earnings from prostitution over to him at the end of each day. Salvador Garcia is alleged to have beaten yet another young Mexican woman because he believed she was concealing from him some of her earnings from prostitution. If convicted, each defendant faces a maximum penalty of five years imprisonment and a $250,000 fine.

An indictment is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless and until convicted through due process of law.
