How about Billy Tauzen's famous "Half of Louisiana is under water, the other half is under indictment."
But there certainly is a 'Third Worldliness' about that picture of the Mayor & Police Chief. One could easily mistake them for some Mid East or African pair of "Leaders".
"Bottom feeders' would be more accurate.

When I need a doctored up birth or death certificate I used to go to Haiti. Now I save a lot of travel and money by going to NO instead! Who knew?
