Strategy: Wait for the Iranian populace to overthrow an unpopular government OR risk alienating the populace by foreign intervention to overthrow the government?
By the time the iranian populace finally starts fighting against the mullahs it could be too late. And they would not only strike Israel and the US, they would probably use them against their own population too.
