The first thing the joke teller has to do is make a visual sweep of the stalls to ensure no one else is within earshot.

That has less to do with political correctness and more to do with common courtesy.

That may be however the fact that you really have to worry about it is all PC related. The fact is you can get into a lot of trouble for being discourteous.

Common courtesy is not eavesdropping on others' conversations.

Knowing a minority is in a bathroom stall and loudly telling a minority-related joke -- that's discourteous. Then again, he may laugh the loudest.
