Several points
1-why should I pay for rail lines to be relocated out of the inner city
2-Inner city rail lines were abandoned along time ago, what little remains are there for industry, so unless you want to relocate manufacturing also, it will do no good
Toll roads are NOT inevitable, As long as I have anything to say about them my answer will always be NO
