Having worked for managers that stupid, I believe the manager's story. But I still don't know why the employee was dumb enough to go along with it.

If the manager is that stupid, then she is in WAY OVER HER HEAD. Summer's should be at the least fired for a liability, and possibility criminal charges. A little jail time along with a heavy fine and community service would be justice in my opinion.
